To change the color you’ve got to enter the master slides and change the color of the blue rectangle that is behind the “frame” image https://support.google.com/docs/answer/3447671?hl=en&ref_topic=1694827
To do so click on “Slide” menu -> “Edit master” and you will be able to select the assets you want to change.

Hello Alex, the grey border with the shadow is a single image, so it can’t be modified. However, if you enter the master slides you can select the image and make it bigger, to increase the central area. Please check the FAQs.
