If your Google account doesn’t have permissions to make a copy (it happens with some company/school accounts), you can try with a personal account or download the Powerpoint file and upload it to your Google Drive to edit with Google Slides.

I must say these are cute and it can be seen that work is being done to make these services even better, but every template I download it has been telling me that it is a read only doc. Thus I cannot use the slide which is very inconvenient…. what can be done to solve this problem?

I’m sorry but there’s not. I design the templates directly in Google Slides, and there you can’t define a “theme color palette” for the whole presentation. So, when you download the file as a Powerpoint file the “powerpoint theme colors” and the colors in the presentation aren’t really linked. You have to select the text and squares by hand in the master slides and change their colors (there’s only 10 master slides so I hope it doesn’t take you too much time).
